Quality improvement activities seek to improve care delivery. Efforts that focus on disparities are designed to identify disparities faced by specific subpopulations, most often those that are attributable to social determinants of health, in order to improve their health outcomes.

Engagement in HIV/AIDS care falls along a continuum, from not being in care at all to being fully engaged, with interim points that reflect inconsistent and non-engagement in care. Varied interventions can enhance care engagement, including peer support, motivational interviewing, and case management. HRSA HAB through the SPNS program and other initiatives identify and evaluate innovative retention approaches, and produce replication materials for those showing the most promise. Many of these interventions focus on populations at most need, including youth, transgender women, and women and MSM of color.

High quality Ryan White Services Report (RSR) data are essential for demonstrating the impact of your important work.
These resources will help Ryan White grantees and providers define, measure, and improve their data quality.
Agencies that collect client data, either on paper or electronically, are responsible for protecting the data. Data security is defined by Public Health Data Standards as “physical, technological, or administrative safeguards or tools used to protect identifiable health information from unwarranted access or disclosure."
Data security entails attention to security and also requires attention to protecting the privacy of client information in accordance with HIPAA and other requirements. Ryan White data collection systems use the eUCI (Unique Client Identifier), an algorithm that meets the highest privacy and security standards.
The Special Projects of National Significance (SPNS) of HRSA's Ryan White HIV/AIDS Program (RWHAP) carry out research and evaluation in order to identify models of HIV/AIDS care that can then be adopted by other HIV/AIDS programs. SPNS focuses on various issues under multi-year initiatives that typically include a limited number of project sites and a national evaluation center to coordinate investigations.
Part F Dental Programs of HRSA's Ryan White HIV/AIDS Program (RWHAP) focus on funding oral health care for people with HIV/AIDS, supplementing the dental care provided by other Ryan White programs. The Dental Reimbursement Program (DRP) helps accredited dental or dental hygiene education programs with unreimbursed costs of oral health care delivered to people with HIV/AIDS. The Community-Based Dental Partnership Program (CBDPP) delivers HIV dental care while simultaneously training dental professionals in order to expand community capacity to deliver HIV/AIDS oral health care.

The AIDS Education and Training Centers (AETC) Program of HRSA's Ryan White HIV/AIDS Program (RWHAP) delivers HIV/AIDS clinical training via a network of regional and national centers. AETCs train providers to counsel, diagnose, treat, and medically manage people with HIV disease, and to help prevent high-risk behaviors that lead to HIV transmission. Regional (multi-state) AETCs carry out the bulk of hands-on and distance-based learning. National AETCs support the regions and deliver cross-cutting assistance, including web-based resources, multicultural training, evaluation, and online and phone-based clinical consultation.

Community Advisory Boards (CABs) provide clinics with input and guidance from patients regarding the design and delivery of care. To be effective, CABs follow operating procedures to guide them to carry out tasks like selecting members, convening meetings, gathering feedback, and working with clinics to improve their operations.
A Comprehensive Plan is a multi-year, long range, vision, that provides a road map for developing a comprehensive and responsive system of care over time. A Comprehensive Plan goes beyond the process that Part A and B grantees undertake to create implementation plans outlining annual spending.
