One of our Subrecipients subcontracts all client services to other providers. Who should be submitting the RSR Provider Report?
Either the Subrecipient or the subcontracted providers. The Subrecipient can report the data in their own report. Recipients can also set up a “second level provider” contract for the subcontracted agency to submit their own RSR.
